It does not have a field for permanent-resident status in any country, anywhere on the form. Call the embassy directly if your passport nationality is one of the routed-to-embassy countries, if you hold a diplomatic or official (service) passport regardless of nationality, or if you hold a stateless travel document instead of a passport (more on that below). Pick whichever passport has the cleanest validity window — at least 6 months from arrival, at least two blank pages — and stay on it for the full trip. If both passports qualify cleanly, default to the Australian passport for the convenience of the AU SmartGate at the Australian-side departure.
Common where a long-settled Indian-passport PR has naturalised as Australian but retains the Indian passport for visa-free family travel back to India. For Cambodia, the rules are again identical between the two — both passports are eligible for the eVisa at the same fee. The deciding factor is usually the onward leg: if you are flying Sydney → Phnom Penh → Delhi, use the Indian passport for the Cambodia eVisa to keep the entry-exit consistency lined up with the Indian visa-free entry on the next leg. If you are flying Sydney → Phnom Penh → Sydney, default to the Australian passport.
Common in Sydney and Melbourne's large Vietnamese-Australian community. The catch is that Vietnam and Cambodia are next door and lots of trips cover both. The rule still stands — pick one passport for Cambodia entry and stay on it for Cambodia exit. Most dual nationals use the Australian passport for Cambodia, then switch to the Vietnamese passport at the Vietnam border where it gives them visa-free entry. Never switch passports while inside Cambodia.

A handful of PR-specific scenarios come up often enough to need their own treatment. None of them change the basic passport rule — Cambodia still cares only about the passport you present — but each one has a wrinkle that catches people out.
The RRV is the Australian-side visa that lets you return to Australia after extended time abroad. It is an Australian travel facility, granted by the Department of Home Affairs, and it sits in your passport as an electronic visa record. From Cambodia's side it does not exist — Cambodian Immigration cannot see your RRV, does not check for it, and does not factor it into the visa decision. Australia does not issue a physical 'green card' the way the US does. Your Australian PR is a digital visa attached to your passport via your Department of Home Affairs Visa Entitlement Verification Online (VEVO) record. There is no card to show Cambodian Immigration — they would not look at it even if there was. Travel on your passport, with the passport open at the photo page, and have your VEVO confirmation accessible only for the Australian return leg.
