The Cambodia e-Arrival Card was built for air travel, and the official system names only Cambodia’s international airports. Here is what that means if you are crossing overland or arriving by sea, and how to avoid surprises at the border.

The e-Arrival Card is designed for air arrivals: Cambodia’s official system lists only its three international airports. Travellers crossing overland have reported completing paper arrival forms at the border instead. Rules for land and sea crossings are less clearly published, so confirm the process for your crossing before you travel.
The Cambodia e-Arrival Card replaced the paper immigration card, health form and customs declaration for travellers flying into Cambodia. The official system is built around the country’s international airports: Techo International in Phnom Penh, Siem Reap Angkor International and Sihanoukville International are the checkpoints it lists. It does not list any land border posts or sea ports.
That matters because the rules for overland and sea arrivals are much less clearly published than the rules for airports. This guide sets out what we know, what travellers report, and what we do not know, so that you can prepare properly rather than rely on a confident answer that may not hold at your particular crossing.
Honest caveat: Cambodia has not published a clear statement on the e-Arrival Card at land and sea crossings, and third-party guides disagree. We tell you what the official system says and what travellers report, and we flag where the picture is unclear.
The e-Arrival system’s banner says that all travellers can submit an e-Arrival within 7 days before arrival, and its guidance is that all travellers must complete it even if they hold a visa. Read alongside its list of airports, the practical meaning is clear for air travellers. For land and sea, it is not spelled out.
Travellers who have crossed into Cambodia by land, most often from Vietnam at Bavet or from Laos, have reported completing a paper arrival form at the border post, in the same way arrivals worked everywhere before the e-Arrival system. We have not found an official statement confirming this, and procedures at individual border posts can change without much notice.
All land crossings between Thailand and Cambodia, including Poipet, Cham Yeam and O’Smach, have been closed to travellers since the 2025 border conflict, with no reopening date announced as of September 2026. If your plan was to travel overland from Bangkok to Siem Reap, you will need to fly instead, and that means filing the e-Arrival Card.

Sea arrivals into Cambodia, mostly at Sihanoukville, fall outside what the e-Arrival system describes. If you are on a cruise, the cruise line normally manages arrival formalities for passengers and will tell you what documents it needs from you. If you are arriving on a private yacht or charter, the skipper deals with the port authorities and will know what paperwork each person on board must complete.
In both cases, the people responsible for getting you ashore are the ones who know the current process. Ask them directly, well before you sail, and ask specifically whether you need to file anything online in advance.
Many trips to Cambodia combine air and land. A common route is to fly into Phnom Penh or Siem Reap and leave overland to Vietnam, or to arrive overland from Vietnam and fly out. What matters for the e-Arrival Card is how you arrive, not how you leave.
If you fly in and plan to leave by land, remember that the e-Arrival Card now asks for your departure date and next destination. Enter your planned exit date and the country you are heading to next, even though you are leaving overland.
If your trip starts with a flight, we file the e-Arrival Card for Cambodia on your behalf, checked against your passport, with the QR code emailed to you: $20 Standard, $35 Rush or $60 Super Rush, per traveller.
The arrival form and the visa are separate. Whether you arrive by air, land or sea, you need a visa if your nationality requires one. Arriving overland does not change that, and a paper arrival form at a border is no more a visa than the e-Arrival Card is.
Check whether you need a visa with the eligibility checker, and if you do, you can apply for the Cambodia eVisa online before you travel. Check that your chosen crossing accepts the eVisa before relying on it at a land border.
