No — Pakistani passport holders cannot use the Cambodia eVisa, and visa on arrival is not available either. The Cambodian Ministry of Foreign Affairs excludes Pakistan from both schemes, so the only way to obtain a Cambodia visa is to apply at the nearest Cambodian embassy before you travel — for Pakistani nationals the practical regional mission is the Cambodian Embassy in Bangkok, as there is no Cambodian post in Islamabad.
