We do not see this scenario often (most Phnom Penh conferences hold their published dates), but the 3-month validity window absorbs the typical 2-to-4-week date shift cleanly.

Can the conference organiser pay for my visa?

Yes, and it is increasingly common for keynote speaker packages. Cambodian conference organisers will often offer to lodge and pay for your Business eVisa as part of an all-expenses-covered speaker invitation, particularly for international keynotes and senior panel slots. The application is still made under your name, against your passport — the organiser is paying the $90 USD fee and handling the form, but the visa itself is issued to you personally.
